In a landmark move aimed at curbing tobacco use and safeguarding public health, France will enforce a nationwide ban on smoking in several outdoor public spaces starting this July. The new law prohibits smoking at beaches, public parks, bus shelters, school zones, swimming pools, and near libraries a decision welcomed by health advocates and the general public alike.

While café terraces and bar patios remain exempt for now, the health ministry hinted at possible inclusion in future phases of the initiative.

Electronic cigarettes are also currently excluded. However, France is preparing stricter regulations by mid-2026, which will limit nicotine levels and restrict flavoured vape products, particularly those targeting younger users.

Enforcement and Penalties

The responsibility for enforcing the new law will lie with local authorities. Smokers caught violating the rules could face fines of up to €135, as outlined in the legal framework being finalized by the French Council of State.

A Comprehensive Anti-Smoking Strategy

This policy is part of a broader 26-point national tobacco control strategy introduced in November 2023. Other measures in the plan include:

• Plain packaging for cigarette products

• Tighter controls on the sale and composition of vaping devices

Public Opinion Strongly in Favor

According to a recent Ligue contre le cancer survey, support for the smoking ban is robust:

• 79% of French citizens back banning smoking in public outdoor areas

• 83% favor stricter regulations on e-cigarettes

These numbers underscore a growing public consensus on the need to confront the health crisis posed by tobacco, which causes nearly 75,000 deaths annually in France.
